The Premier of the State Council of the People's Republic of
China, H.E. Wen Jiabao and the Prime Minister of the United Kingdom
of Great Britain and Northern Ireland, the Rt Hon Tony Blair MP,
held talks in London on 10 May 2004 during Premier Wen Jiabao's
official visit to the UK.

Premier Wen Jiabao and Prime Minister Tony Blair today welcome
the comprehensive strategic partnership between China and the UK,
and pledge to work together to develop this partnership to benefit
our countries and to help create a safer, more prosperous and open
world.
溫家寶總理和托尼·布萊爾首相今天對(duì)中英建立全面戰(zhàn)略伙伴關(guān)系表示歡迎。雙方承諾共同致力于發(fā)展這一伙伴關(guān)系,使其造福于兩國(guó),并推動(dòng)建立一個(gè)更加安全、繁榮和開放的世界。
We share a common interest in Britain and China working together
on bilateral, multilateral and global issues. We see the
relationship between our two countries as among our top
international priorities.
中英在雙邊、多邊和全球問題上開展合作符合雙方利益。我們均把兩國(guó)關(guān)系視為各自對(duì)外關(guān)系的重點(diǎn)之一。
China's sustained economic growth and development, and increasing
role as a global economic power has enabled the partnership to grow
significantly in stature in recent years. Links flourish in a huge
number of areas, from environment to education, development to
science and technology.
中國(guó)經(jīng)濟(jì)的持續(xù)增長(zhǎng)和發(fā)展,及其日益上升的全球經(jīng)濟(jì)大國(guó)地位,使中英伙伴關(guān)系近年取得了長(zhǎng)足發(fā)展。雙方在環(huán)境、教育、發(fā)展、科技等眾多領(lǐng)域的關(guān)系蓬勃發(fā)展。
We agree that co-operation between China and the UK has increased
significantly since our last meeting in July 2003. We look forward
to continuing high level dialogue at the China-EU Summits in 2004
and 2005, the latter in Beijing under the UK Presidency of the EU,
and also at the summits between us that we have now agreed will take
place annually.

Following Tony Blair's visit to China last year, we decided to
establish Task Forces to facilitate this step-change in bilateral
relations. These Task Forces have drawn in expertise from all parts
of society and have produced new proposals in Trade and Investment,
Finance, Energy, Education, Science and Technology, Environment -
including Climate Change - and Sustainable Development, and Culture.
We wish to thank Deputy Prime Minister John Prescott and State
Councillor Tang Jiaxuan, the respective Task Force Chairmen, and the
Task Force members for their work.

The breadth and depth of China-UK relations are illustrated by
the Task Forces' proposals and increasing co-operation on a growing
number of shared issues of international concern including
environmental management and protection, energy, non-proliferation,
counter-terrorism and tackling organised crime.
雙方小組的建議,以及兩國(guó)在包括環(huán)境治理和保護(hù)、能源、防擴(kuò)散、反恐、打擊有組織犯罪等一系列國(guó)際問題上日益增強(qiáng)的合作,體現(xiàn)了中英關(guān)系的廣度和深度。
We agree to strengthen our countries' bilateral and multilateral
co-operation as follows:

1. To consolidate and strengthen the bilateral relationship:
一、鞏固和加強(qiáng)雙邊關(guān)系。
(i) We agree to increase the exchange of high-level visits.
Government leaders and foreign ministers of the two countries will
exchange visits annually to reinforce and extend bilateral political
co-operation in fields such as strategic security and
non-proliferation.
(一)我們同意增加高層互訪。兩國(guó)政府領(lǐng)導(dǎo)人和外長(zhǎng)將進(jìn)行年度互訪,以加強(qiáng)并擴(kuò)大雙方在戰(zhàn)略安全、防擴(kuò)散等領(lǐng)域的雙邊政治合作。
(ii) We agree to intensify co-operation in broad areas of trade
and investment, which we will promote through the Joint Economic and
Trade Commission, in line with the recommendations of the Task
Forces which are set out in the Annex.
(二)兩國(guó)同意根據(jù)雙邊關(guān)系互動(dòng)小組的有關(guān)建議,通過經(jīng)貿(mào)聯(lián)委會(huì)加強(qiáng)在貿(mào)易和投資領(lǐng)域的廣泛合作。
(iii) The two sides will also increase co-operation in the areas
of science, technology, education, culture and environmental
protection in line with the Task Forces' proposals. They signed a
number of memoranda of understanding during this visit to take
forward aspects of this co-operation.
(三)雙方還將根據(jù)雙邊關(guān)系互動(dòng)小組的建議,加強(qiáng)在科學(xué)、技術(shù)、教育、文化和環(huán)保領(lǐng)域的合作。在溫總理訪問期間,雙方簽署了一系列諒解備忘錄,以推動(dòng)上述各領(lǐng)域的合作。
(iv)We note the important role that the China-UK Forum has played
in bilateral relations and invite the Forum to consider its future
role, in particular in the areas of industry, financial services,
science, technology and the environment, in light of the proposals
made by the two Task Forces.

We had a friendly and open exchange of views on issues relating
to Hong Kong. We reaffirmed our two Governments' commitments to the
implementation of the Joint Declaration and agreed that it is in the
interests of both sides to maintain and promote Hong Kong's
prosperity and stability in accordance with the "one country,
two systems" principle and the Basic Law. We agreed to continue
our exchange of views on these issues.
我們就有關(guān)香港的問題友好、坦誠(chéng)地交換了意見。我們重申兩國(guó)政府共同致力于貫徹《中英關(guān)于香港問題的聯(lián)合聲明》,認(rèn)為按照“一國(guó)兩制”原則和基本法維護(hù)和促進(jìn)香港的繁榮與穩(wěn)定符合雙方的利益。我們同意繼續(xù)就這些問題交換意見。
The UK reaffirms its consistent position on the question of
Taiwan as set out in the China/UK Joint Communiqué of 1972, in
which the UK acknowledged the Chinese position that Taiwan is a
province of the People's Republic of China and recognised the
Government of the People's Republic of China as the sole legal
government of China.
英國(guó)重申1972年中英互換大使聯(lián)合公報(bào)中關(guān)于臺(tái)灣問題的一貫立場(chǎng),即:承認(rèn)中國(guó)政府關(guān)于臺(tái)灣是中國(guó)一個(gè)省的立場(chǎng),承認(rèn)中華人民共和國(guó)政府是中國(guó)的唯一合法政府。
We place a high value on the bilateral human rights dialogue and
will continue this exchange on the basis of equality and mutual
respect. Both sides share a belief that all states should respect
and protect human rights. The UK side welcomes the recent addition
of respect and protection for human rights to the Chinese
Constitution. The next round of the dialogue will take place in May
2004 and provides a genuine opportunity for concrete co-operation
between our two countries.
我們高度重視中英人權(quán)對(duì)話,將繼續(xù)在平等和相互尊重的基礎(chǔ)上開展這一交流。雙方一致認(rèn)為,所有國(guó)家都應(yīng)尊重和保護(hù)人權(quán)。英方歡迎中方最近將尊重和保護(hù)人權(quán)寫入憲法。下一輪中英人權(quán)對(duì)話將于2004年5月舉行,這將為兩國(guó)開展人權(quán)領(lǐng)域的具體合作提供良機(jī)。
2. To consolidate and strengthen co-operation in multilateral
fora on issues of mutual and international concern.
二、鞏固和加強(qiáng)兩國(guó)在多邊機(jī)制內(nèi)就雙方和國(guó)際關(guān)注的問題開展的合作。
Our countries will increase co-ordination in the UN to promote
reforms in the UN to meet the challenges of the 21st century and to
ensure greater respect for the UN Charter and international law. The
two sides are committed to expanding co-operation within the
framework of UN peacekeeping. China would like to strengthen
consultations with the UK, including on the Middle East and Iraq.
兩國(guó)將加強(qiáng)在聯(lián)合國(guó)的協(xié)調(diào),推動(dòng)聯(lián)合國(guó)改革,使其能夠應(yīng)對(duì)21世紀(jì)的挑戰(zhàn),并確保《聯(lián)合國(guó)憲章》和國(guó)際法進(jìn)一步得到尊重。雙方將擴(kuò)大在聯(lián)合國(guó)維和框架內(nèi)的合作。中國(guó)愿與英國(guó)就中東和伊拉克等問題加強(qiáng)磋商。
We reiterate our determination to combat terrorism. Our
governments will launch a China-UK anti-terrorism dialogue and
intensify exchanges and co-operation in this area.
我們重申打擊恐怖主義的決心。兩國(guó)政府將啟動(dòng)中英反恐對(duì)話機(jī)制,加強(qiáng)在反恐領(lǐng)域的交流與合作。
We reiterate our determination to promote non-proliferation. The
UK welcomes China's commitment to non-proliferation and the actions
it has taken to that end, and in particular welcomes the steps taken
by China to strengthen its relationships with the non-proliferation
export control regimes. China appreciates the efforts of the UK in
promoting the resolution of the implementation of the NPT Safeguards
Agreement in Iran within the framework of IAEA, and in persuading
Libya to abandon WMD programmes. The UK also welcomes China's
leading role in the Six Party Talks on the nuclear issues on the
Korean peninsular. The two sides will intensify exchanges and
co-operation in security, arms control, disarmament and
non-proliferation areas.

We reaffirmed our commitments to work together to combat illegal
immigration. The two Governments signed a Memorandum of
Understanding on the Facilitation of Legitimate Travel and
Co-operation to Combat Illegal Immigration.
我們重申將合作打擊非法移民。兩國(guó)政府簽署了《關(guān)于便利人員合法往來和打擊非法移民活動(dòng)諒解備忘錄》。
The two sides also endorse closer police co-operation. They
agree, in accordance with international legal instruments such as
the UN Convention Against Transnational Organised Crime, to enhance
information exchange and law enforcement co-operation and work
closely to crack down upon transnational crime.
雙方?jīng)Q定密切警務(wù)合作,同意根據(jù)《聯(lián)合國(guó)打擊跨國(guó)有組織犯罪公約》等國(guó)際法律文書,加強(qiáng)信息交流和執(zhí)法合作,共同合作打擊跨國(guó)犯罪。
Both sides speak highly of the positive achievements of the ASEM
in promoting equal partnership between Asia and Europe, and express
their readiness to further strengthen co-operation in the ASEM.
雙方高度評(píng)價(jià)亞歐會(huì)議在促進(jìn)亞歐平等伙伴關(guān)系方面取得的積極成就,表示愿進(jìn)一步加強(qiáng)在亞歐會(huì)議上的合作。
3. China and the UK pledge to enhance co-operation on
international economic problems and to promote sustainable
development.
三、中英兩國(guó)承諾增進(jìn)在國(guó)際經(jīng)濟(jì)問題上的合作,促進(jìn)可持續(xù)發(fā)展。
The two sides will work together for the attainment of the UN
Millennium Development Goals: the elimination of poverty, hunger,
disease, environmental degradation, illiteracy, discrimination
against women, and delivering the commitments made at the World
Summit on Sustainable Development at all levels, inter alia, through
the Commission for Sustainable Development(CSD).
雙方將共同努力實(shí)現(xiàn)“聯(lián)合國(guó)千年發(fā)展目標(biāo)”,包括消除貧困、饑餓、疾病、環(huán)境惡化、文盲和歧視婦女。通過可持續(xù)發(fā)展委員會(huì),在各層次實(shí)現(xiàn)聯(lián)合國(guó)可持續(xù)發(fā)展世界首腦會(huì)議所做的承諾。
Both sides are committed to international trade liberalisation
and they will continue to advance the Doha Development Agenda
negotiations. Both sides agree that realisation of the development
objectives is of fundamental importance for the success of the
round. They agree that it is in the interests of all WTO members to
reach a balanced conclusion of the Doha round as soon as possible,
and that they will work towards reaching a framework agreement in
2004. The UK and China agree to maintain their dialogue on this.
雙方都致力于國(guó)際貿(mào)易自由化,將繼續(xù)推動(dòng)多哈發(fā)展議程的談判。雙方一致認(rèn)為,能否實(shí)現(xiàn)發(fā)展目標(biāo)是“多哈回合”談判成功與否的關(guān)鍵。雙方同意,“多哈回合”早日結(jié)束并取得均衡結(jié)果符合世界貿(mào)易組織所有成員的利益。雙方將努力爭(zhēng)取談判在2004年達(dá)成框架協(xié)議。中英同意就此保持對(duì)話。
Both sides recognise the importance of effective protection of
Intellectual Property Rights and the vital role that protection of
IPRs plays in fostering foreign investment and creating a positive
business environment. Both sides agree to enhance mutual
co-operation on protection of IPRs. China will comply with its
commitments under relevant international IPR conventions or
agreements it has entered and protect the interests of IPR holders
according to its domestic laws.
雙方都認(rèn)識(shí)到有效保護(hù)知識(shí)產(chǎn)權(quán)的重要性,以及保護(hù)知識(shí)產(chǎn)權(quán)在促進(jìn)外國(guó)投資和營(yíng)造良好商業(yè)環(huán)境方面的重要作用。雙方同意在保護(hù)知識(shí)產(chǎn)權(quán)方面加強(qiáng)雙邊合作。中國(guó)將遵守加入的國(guó)際知識(shí)產(chǎn)權(quán)公約或協(xié)議的承諾,并根據(jù)有關(guān)國(guó)內(nèi)法保護(hù)知識(shí)產(chǎn)權(quán)所有者的權(quán)益。
China and the UK reiterate their support for the UN Framework
Convention on Climate Change and urge parties that have not yet done
so to ratify the Kyoto Protocol as soon as possible. The two sides
also urge all countries to make the most efficient use of energy
resources that they can, and call on all Annex 1 countries to lead
the way by making concerted efforts to reduce greenhouse gas
emissions so as to move towards the goals defined by the convention.
中英重申支持《聯(lián)合國(guó)氣候變化框架公約》,敦促尚未批準(zhǔn)《京都議定書》的各方盡早批準(zhǔn)該議定書。雙方同時(shí)敦促所有國(guó)家最有效地利用能源,呼吁所有簽署公約附件一的國(guó)家?guī)ь^采取一致行動(dòng),減少溫室氣體的排放,實(shí)現(xiàn)該公約制定的目標(biāo)。
China and the UK recognise the importance of Principle 10 of the
Rio Declaration on Environment and Development which emphasises the
importance of access to information; public participation in
decision-making; and access to justice in environmental matters.
中英認(rèn)識(shí)到《里約環(huán)境和發(fā)展宣言》原則十所強(qiáng)調(diào)的各項(xiàng)規(guī)定的重要性,如:信息公開、公眾參與決策和環(huán)境問題司法公正。
The two sides also agree to share scientific and economic
experience to take forward the China's and UK's efforts to achieve a
low carbon economy and sustainable development, and to accelerate
and develop the global market for climate friendly technologies,
including through the Renewable Energy and Energy Efficiency
Partnership.
雙方同意分享科學(xué)和經(jīng)濟(jì)方面的經(jīng)驗(yàn),以利于雙方共同努力實(shí)現(xiàn)低碳經(jīng)濟(jì)和可持續(xù)發(fā)展,通過“可再生能源和有效利用能源伙伴關(guān)系”等,加速開發(fā)對(duì)氣候有益技術(shù)的全球市場(chǎng)。
The two sides reaffirm their wish to strengthen exchanges on
environmental issues including climate change, sustainable
management of natural resources, and measures to address forest law
enforcement(including illegal logging), conservation of water
resources, improving air quality and pollution control, and to learn
from each other on environment-related legislation, supervision and
personnel training.
雙方重申愿意就包括氣候變化、自然資源可持續(xù)管理、森林執(zhí)法(制止非法采伐)、水資源保護(hù)、空氣質(zhì)量改善和污染控制等環(huán)境問題所采取的措施加強(qiáng)交流,在環(huán)境立法、監(jiān)督和人員培訓(xùn)方面互相學(xué)習(xí)。
Both sides will work together to help developing countries in
addressing poverty and other development-related problems so as to
better manage challenges posed by globalisation. The two sides place
particular emphasis on peace and security, the fight against
HIV/AIDS and sustainable development in Africa and give their full
support to African countries in their efforts to reach the
Millennium Development Goals.
雙方將共同努力幫助發(fā)展中國(guó)家解決貧困和其他與發(fā)展有關(guān)的問題,更好地應(yīng)對(duì)全球化帶來的挑戰(zhàn)。雙方特別強(qiáng)調(diào)和平與安全以及非洲防治艾滋病和實(shí)現(xiàn)可持續(xù)發(fā)展問題,并將盡全力支持非洲國(guó)家為實(shí)現(xiàn)“千年發(fā)展目標(biāo)”所做的努力。
